Cause and Effect Essay - The Right Of Way In the state of Washington, pedestrians have always had the right of way. However, the recent enforcement of this law is causing traffic problems citywide. Traffic tends to come to a screeching halt without any warning. I was driving North on Nevada Street in Spokane, three of four lanes of traffic had stopped to allow a man and a young child to cross the street, the fourth lane of traffic had not stopped. Finally a car in that fourth lane of traffic stopped, causing the car behind it to slam on the brakes, literally coming to a screeching halt. Had the man and child started across the street and the screeching car not been able to stop, it would have hit the already stoppedâ⬠¦show more contentâ⬠¦The Washington Administrative Code (WAC 132G-116-090) states: Pedestrians -- Right of way. (1) The operator of a vehicle shall yield the right of way, slowing down or stopping, if need be, to so yield to any pedestrian crossing any street, roadway, fire lane, or pathway w ith or without a marked crosswalk. When a car has to stop for these pedestrians to cross, it can cause traffic problems. On the other hand, Spokane City Municipal Code 16.61.240 states: Every pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right of way to all vehicles upon the roadway. Local law enforcement has stepped up their efforts to enforce the pedestrian crossing law. Recently the Spokane County Sheriffs Department set up a traffic sting near Whitworth College; several officers dressing in plain clothes posed as pedestrians crossing Hawthorne Road. The Whitworthian, the campus newspaper, reported Sophomore Meagan Schwartz slowed her car down when she saw a man step into the road at the crosswalk. She saw that the man wasnt in a hurry to cross the street and assumed she was a safe distance away, so she continued driving.
